How is an ONR developed?
For the development of an ON Rule two ways are offered:
- An already existing group (outside of Austrian Standards Institute) submits an independently developed content. Austrian Standards Institute Development verifies, if the requirements for the compositon of the group for the issuing of the document are met.
- Companies, organisations or interest groups entrust Austrian Standards Institute with the project monitoring for the development of a particular ONR. The project monitoring covers the organisation of meetings and the technical support, i.a. checking the correlation of the topic with Austrian, European and International Standards as well as legal regulations.
What has to be observed when developing an ONR?
- The expert group has to consist of representatives of at least two market partners though more partners are desirable.
- An ONR must not contradict an existing ONR or ÖNORM.
- Decisions are made by simple majority. If unanimity cannot be obtained, the result has to be declared in a minority report in the ONR.
- An ONR can – but not necessarily – be issued as a draft for public enquiry or at least for enquiry of a limited circle of interested parties.
