Development of a European Standard
European Standards (EN) are prepared within the Technical Committees of the European Committee for Standardization CEN with the participation of delegates from the relevant national committees.
A European Standard has to be implemented on national level without change - in Austria as ÖNORM EN.
An efficient possibility to influence the content of European Standards is the participation in the responsible national body (mirror committee).
This body delegates experts to the European standardising bodies, decides on national level about comments on Draft European Standards and supervises the different steps of the standardising procedure.
The objective of European standardisation is to implement European documents, unchanged as possible, on the basis of International Standards (ISO).
If no relevant International Standards exists, efforts are made to limit the preparation work to one of the two levels (international and European) within the framework of the Vienna Agreement between CEN and ISO.
In this case, a parallel voting procedure will take place aiming at simultaneous recognition as International and as European Standard (EN ISO).
